You are very likely trying to draw on an invisible layer.
Step by step:
1. View > Layer List
2. Move your mouse cursor to the location where layer "Holes_Wires" is shown on the name of the layer:
3. Click the left mouse button. The layer should now be highlighted with a blue background as shown here:
This means that layer "Holes_Wires" is now the active layer. That is the layer you are drawing on and the layer that must be visible and unlocked. In your drawing that is the case.
Since all other layers in your drawing are invisible, this is probably the layer you want to place the circles on and I'd recommend to try that before trying anything else since that is the easiest way and does not involve changing any layers.
If the above layer list looks any different on your end, please post a screenshot (there are various preferences involved and you might have set up things differently on your end).
About the error message: QCAD deliberately prevents you from drawing "blind" on invisible layers since this would mean you'd get something you didn't see rather then the usual what you see is what you get.

Three months ago this worked perfectly, but I've tried with the attached file the last two days to convert the 328 points to 0.75 mm radius circles, without success. I'd be very grateful for some help here.

It looks like there is in the same position a point with two circle (R 0.375 and R 0.75). I assume you only need the R 0.75 circle, correct?

Well found! I was relying on the Property Editor, which identified each item only as a point. I didn't think to zoom that far into a single point. Can you recommend the way ahead? Selection filter and delete all circles, hoping there aren't any circles which shouldn't be deleted, then start again with the 328 points? Yes, I just need the R 0.75 circles.

Use the Selection Filter to find and delete the unwanted entities.
Launch the Selection Filter and search for points. Select them. If you have find 328 point (check in the property manager) then you are on the safe side. Delete the points.
Use again the Selection Filter to find the R 0.75 circle (D 1.5). Same game - if you find 328 circle you are on the safe side. Delete them.
