[Solved] Odd behavior from just one tool path

As far as I can tell, the toolpath in this file was created from all entities but one (the larger of the two circles on the left).

The toolpath was created on the "outside". This means that the outermost contour is offset to the outside while islands are offset to the inside (the inside being the outside of the part in case of an island).

This all seems correct / expected behaviour. I've made layer "offset" orange for this screenshot. The dashed / orange path is the path of the center of the tool:
