Cutting order does not work - Legacy cam script

I misposted this on the 17th of August in the QCAD-Pro forum.

I have a problem since upgrading to QCAD-CAM 2.23
The problem is that the cam does not generate the gcode in the correct order, effectively ignoring "Cut inner first" causing havoc on my laser cutter.

I am currently working around this by running QCAD-CAM 2.21 to generate the gcode of me, but this is not very convenient.

Please help.

The versions are actually 3.23 and 3.21

in other words, the latest one is causing the trouble.

Here is a link to the relevant files.
This is a very simple example that demonstrates the problem efficiently.

I also included the two gcode files created by the different versions.

The actual scripts, and the settings were identical for each run.
I included the log files for extra information

Checked the latest snapshot

Version:
3.23.0.2 (3.23.0.2)

The problem remains.
