Ubuntu 20.04.02 - 64 bit
Download qcad-3.26.1-pro-linux-x86_64.run; made it executable, run.
Under ~/opt/ , there is NO new qcad directory (3.26.1)
Tryed to reboot ... same result.

Re: ubuntu install - not upgrading
What is the output on the terminal when running qcad-3.26.1-pro-linux-x86_64.run? Are there any errors? Could it be that the download was not yet complete or was interrupted?
Perhaps, you can check the MD5 checksum for this file:
c7692c0cbf758bea0e8f5010f1bd0c95
Otherwise, the file size should be: 163755886 Bytes
