I am re-installing QCAD in a PC with new distro.
Is it possible to copy and paste user config file from existing setup?
or is it a case of laboriously setting up preferences again?

Yes, you can copy the file QCAD3.ini over.

P.S. perhaps tutorial should make it clear as well, that it is not only "...to reset QCAD to its default configuration..."

I agree that broadening the description of resetting the config to also include transferring it might be helpful. The first time I wanted to do that I didn't think to look at the reset config tutorial under "Troubleshooting".
