If I draw a line segment, then another one continuing from the first, and then press Undo, the second line is removed, but the 'little red circle with the cross' does not go back to the end of the first line segment. If I want to continue from that point, how do I get back there (precisely)?

You can move the relative zero point any time:
Snap > Set Relative Zero
Snap > Set Relative Zero

Andrew, is it intended behavior for the relative zero point indicator to stay even if the user undoes the step that was responsible for placing it there like mentioned above?

Yes. In the interests of 'precision', given let's say a series of relative polar coordinate steps, and then the aforementioned undo, how does one get back to the -exact- location of the previous end?

You would use Snap > Set Relative Zero. While setting the location of the relative zero point, you can use snap functions as usual, for example to snap the end point of the previously drawn line.
