Is it possible to preset Library block sizes, 'before' inserting ?
When I insert library blocks, they are so small I loose them on the page !
Any thoughts ?

Yes ... Look at your Options Toolbar. Always do.

For some odd reason when I try that scaling method from toolbar, it makes no difference !

Most common library items are simple dxf files.
The idea is that you choose a library item, hit the insert button, set options and then point where you want it in your drawing.
Important:
From the moment the item is inserted, it has no relation with the library item anymore.
For those that are inserted as a block one can also change the individual block reference scale later on.
Or one can scale the block entities themselves in edit mode.
But normally you don't need to do this at all.
If anything fails, then provide more information:
- Library item (If custom the item file itself)
- Scale
- dxf with item inserted
