I get the error when i try to open this file that was sent to me that was created in AutoCAD. I had them send it to me as a .dwg and .dxf and neither would work.

I'm able to open the drawing without any problems.
Looks like a Win operation system ...
Is that a onedrive sync folder? I assume it is an access right issue ...
Try to save the drawing on the desktop and open it from there. Same message?

There are different versions of the DXF format. This file is a DXF of version R32 (first released in March 2017). Your QCAD version 3.7.0 is from 2014 and does not support that DXF version.
The current version of QCAD (3.23.0) can read and write files in DXF R32.
