Just wanted to follow up with more information.
I'm making a Basement Layout Plan drawing this evening and sure enough after inserting my title block / border
the screen did not display some of the lines. After zooming in and out a few times the lines appeared.
I have attached snip1 screen shoot showing the lines on the left missing and snip 2 with the lines in there proper
location after zooming. I have also attached the dwg file in case you might want it. I'm sure he file is fine.
I'm using MS One Drive to store my files could it be a delay reading the file from One Drive on refreshing
the zoom. I would think the working file is in local memory and One Drive shouldn't matter but maybe not.
I'm still a bit baffled but zooming in and out a few times seems to help.

I've stored the file locally but can't reproduce the display issue.
To see what happens please activate "Screen-based Linetypes" below Menu / View. Check "Anti-aliasing" too.
You can find the same commands in the Toolbar:
