1) It seems as though the layer states from documents I've authored in 3.28 are not showing up in 3.29.2. Is there a back door way to sneak those in perhaps? or just have to reset the states and create new ones. I didn't see this in the bug list so checking here...I can log it if you feel its valid.
2) Also, layer groups are not present in the layer list, its just a 'flat list'. If I right-click on a layer named "parent" and select "add sublayer" and name the new layer "child", then the newly created layer is named "parentchild" and is on the same level as 'parent' and not nested...so toggling the visibility of 'parent' does not affect 'parentchild', etc. See screenshot below of the exact same DXF file opened in 3.28 (on left) and 3.29 (on right)

Are you sure that you use QCAD Pro?

Hierarchical layers are not supported by QCAD CE.
Are you sure that the use of hierarchical layers is not disabled?
See menu Edit .. Application Preferences .. Widgets .. Layer List
