My subject might not be using correct terminology (sorry), but I am sure drawing below will explain what I am after
Is there (where is it?) a setting which would allow me to adjust radius of a point selection circle, please?
I find it difficult (i.e. it requires too much precision) to select these points reliably - I need to be right on top of the point or else I end up moving the whole thing
It might be something to do with my screen size and resolution?
It might be also because I can't see very well whether it is selected or not (i.e. blue changes to black )
so here, the second question, please - is it possible to set/change colour of picked item?

It's indirectly controlled by
Edit > Application Preferences > Graphics View > Behaviour > Cursor range for picking entities
Indirectly, because the range for picking reference points has to be lower than that for picking entities and there's a maximum range of 10 pixels.
You might also want to increase the display size for reference points unter:
Edit > Application Preferences > Graphics View > Appearance > Reference point size
