In order to use the command line, I find that I have to first click on it to activate it. What am I missing?
I am using windows 10 and Version: 3.27.8.0 (3.27.8)

This is by design as QCAD uses mostly two-letter shortcuts rather than commands. Shortcuts can be entered without the command line. Simply press the "L" key, then the "I" key to start drawing lines.
If you really need the command line (for example to enter coordinates), press the Spacebar to give it the focus.

I am accustomed to do a right click, select the command and start writing. So I need to hit the space bar to do that.
