Using QCAD 3.24.2 on Windows 10
Issue: Changes made in Edit Layer do not reflect into Property Editor
Example:
1. Open QCAD and draw horizontal line.
2. Click on line and open Property Editor.
3. On Property Editor set color, line weight, and line type to red, 0.25mm, and continuous.
4. Close Property Editor and open Edit Layer.
5. Change color, line weight, and line type to blue, 0.50mm, and ISO dash.
6. Close Edit Layer.
7. Clock on line and open Property Editor.
8. Note that changes make on Edit Layer are not reflected in Property Editor.
I expected that changes made on the Layer would reflect into Property of the line.

Re: Edit Layer vs Property Editor
Moved topic to "How Do I' Questions"
If you select one or a bunch of entities, changed in the Property Editor Color, Lineweight, Linetype then that will have a higher priority then the layer attributes.
With other words: An entity on layer "red" changed in the Property Editor to green will be green in your drawing ...
If the "Generals Properties" in Property Editor are set to "By Layer" then all changes of the Layer Attributes are reflected on every entity.
