More in general.
What kinds of properties would a 'Painter Tool' parse through?
Andrew mentioned the 'General Properties'.

In CAD, layers are generally used to control attributes (colors, line weight, line type):
I think that not everyone uses a specific layer/sublayer for every combination of colors, weights and types.
In that case there would not be a need for the general properties color, weight and type different from 'By Layer'.
More common is the use as first mentioned in the tutorial:
"All entities with the same type of real world function are typically residing on the same layer."
And that is not allways explicit the same as "... only entities with the exact same look ..."
All depends on the use and the organisation off your drawing.
Apart from that, layers and sublayers and related where/are PRO features.
Mainly one of the reasons I became a PRO user.
What about 'Specific Properties'?
But then the next question is how to parse eg. spline degree or poly widths to eg. text attributes or simple lines for that matter.
And yes, there are some features that can be parsed between types.
Sticking to the same type plenty can simply be done by the Selection Filter and the Property Editor.
