block attributes not moved when layer hidden

hello,
using
Version:
3.28.2.0 (3.28.2)

i am building a library item containing block attributes.
some attributes are inside a specific layer.
i create a blank new file.
i add this library item in this new file.
i am moving the block -> everything is fine (the attributes follow the block position)
i hide the layer containing some attributes i do not want to see.
i am moving the block -> the attributes inside the hidden layer are not moved with the block

is it a bug or a normal behavior ?

Hiding or freezing because the last means locking too.
Then again I think that entities can not be selected on hidden layers even when associated.
Not selected is not translated.

Attributes live apart from the associated block reference, it are distinct entities.

Unsure but what does Synchronize Attributes (UY) do in combination with hidden layers?
