I just tried it again with the latest snapshot, I could not fault it. Will keep an eye too!

I have noticed that issue also for quite a while. It seems to work with keyboard shortcuts, but not so reliably with the mouse.

Then double click on the layer (in Layers Panel) to which you want them moved to. (and the move-to layer can even be hidden which can make entity selection easier)
