You don't need a manual construction with an auxiliary circle. Follow the "Usage" steps in the tool description and you get what you are looking for.

You can set the global "Label Format" precision like "2 places after point" below:

Part of my problem is I am accustomed to changing the grid on-the-fly. In the photo that I have attached, you can see how this is made easy in my old CAD program with an Icon on the right (red box). Without going to any menu I could instantly get a pop-up window with the grid settings while drawing...

Application Preferences is responsible for NEW drawings.
Drawing Preferences is responsible for the ACTUAL drawing.
If you change the orientation (or anything else) in the actual drawing then it is normal to have different settings compared to the Application Preferences.

And after all, what is the purpose of a CAD program but to automate away the tedium of these kinds of mundane computations that get in the way of high level sense of design sometimes? I disagree! Again - Application Preferences is right now for your case irrelevant.
Drawing Preferences is what counts for the reported copy/paste issue. Make sure both drawings have same settings.

I do still think that having cycles (a.k.a. turns) added to the available units would be beneficial though. I have the feeling we are used to different geometrically terms. Honestly, I think you are looking for a software/GUI supported cheat sheet. 8) Shortcut user are amazingly good in memorizing those shortcuts. 40 - 50 shortcut keys are no problem for them. Because of that they will most likely hide most of the tool icons. Other user like me use on a regular base up...
