One cannot modify or create anything on a hidden layer. You should see a warning in the command line history that the transaction has failed.

Note that "By Block" actually strictly speaking means "By Block Reference". Unfortunately, the term 'block' in the context of CAD can mean a 'block definition' or a 'block reference'. Please report this bug to the person who did the FreeBSD port. Hatch patterns should reside in subdirectory 'patterns' of the QCAD installation directory.
