Awesome!! I had this exact problem. Drawing a floor plan for a house and using mm as my base unit. All dashed lines appear as solid. I had this error after a system update (Debian 7). My system was 64 bit but I'd been running the 32 bit version of QCAD with the 32 bit libs.. More of by accident than plan.
The upshot was, rather than reinstall all the 32 bit libs, I just downloaded the 64 bit version of QCAD and all was well.
