I have set the grid to X=.0625 Y=.0625 on all 4 viewports. When zooming in and out the grid scale changes from .0625 to 3.90625. My user error.
I found to be not setting the
General: Drawing Units> Drawing Unit Option from "None" to something else, like "Inch".
